WHAT TOP DOES
Over 97% of incarcerated individuals will return to their community at some point. Far too many have nowhere to go and no plan when released. This can create homelessness, hopelessness, and recidivism.
Transitioning Offenders Program (TOP) is a nonprofit (501{c}3) organization created by offenders for offenders to assist with the difficult transition from prison back to family and community. TOP is a peer-to-peer program that began with a database of 8,000+ public and private organizations in the 39 counties of Washington state.

A Message from Larry Ballesteros, Co-Founder of TOP
"Hello, my name is Larry Ballesteros, and I’m one of the founders of the Transitioning Offenders Program (TOP). The Transitioning Offenders Program was founded as a 501c charity organization in 2004, and a full 501(c) 3 with the primary purpose of providing community resources for men and women transitioning from prison. Before TOP, there were significant challenges faced by individuals upon reentry. About twenty years ago, we embarked on this journey to help those in the same situation as people we know and love who would soon be transitioning from prison. As founders starting our non-profit organization, we faced many obstacles. With the support of our families and the community, we were able to convince the Department of Corrections (DOC) that our peer-to-peer process was the best way to help individuals help themselves. We thank the DOC for their strong support, which remains crucial in ensuring that our process continues to assist transitioning individuals
