🔵 International Megan’s Law (IML): What It Means for You

IML requires:

1. 21-Day Advance Notice

Registrants must notify their county sheriff 21 days before traveling internationally.

2. Green Notices

The U.S. Marshals Service notifies destination countries about the traveler.

3. Passport Identifier

If the conviction involved a minor, the U.S. passport will contain:

“The bearer was convicted of a sex offense against a minor and is required to register…”

This mark remains until registration ends, regardless of:

  • Second passport

  • Dual citizenship

  • Foreign residency

✈️ The 21-Day Travel Notification Process (Washington State)

Even if you are off community custody, you must:

✔ Notify sheriff in person

✔ Provide all travel details

✔ Provide passport + itinerary

✔ Provide foreign addresses

✔ Provide departure/return dates

✔ Provide airline information

Failure to notify = federal felony.

The sheriff submits the information →U.S. Marshals issue the Green Notice.

🛂 What to Expect at Airports & Borders

At U.S. Departure

  • Airlines do NOT see registry or IML status.

  • No special screening usually occurs.

At Foreign Arrival

Immigration may:

  • Receive a Green Notice

  • Scan your passport

  • Ask questions

  • Approve or deny entry

If Denied

  • Temporary holding

  • Put on return flight

  • Not arrested

  • Not charged

⚠️ Will You Know in Advance If You’ll Be Denied?

Usually: NO.

Most countries do not warn you ahead of time, even if they plan to deny entry.

Exceptions that may warn via visa/ETA:

  • 🇬🇧 United Kingdom

  • 🇦🇺 Australia

  • 🇳🇿 New Zealand

Countries that NEVER warn:

  • 🇨🇷 Costa Rica

  • 🇨🇱 Chile

  • 🇨🇳 China

  • most of the world

Most travelers do not find out until they land.

🛂 Does Dual Citizenship Give You a Clean Passport?

No.

Dual citizenship does not remove:

  • U.S. registration

  • The 21-day notice

  • The IML passport mark

✔ You MAY use your second passport to enter other countries

…but you must use your U.S. passport to leave and re-enter the United States.

There is no legal way to bypass U.S. travel restrictions unless you are:
